Qi Xin, Minister of the Zhiheng Financial Management Department
At the meeting, Qi Xin, Director of the Financial Management Department, explained the execution team’s vitality mechanism. This mechanism follows the core logic of “setting objectives, allocating resources, distributing incentives, and conducting performance evaluations.” Relying on standardized business metrics, it establishes a management system, and the proposed plan has been validated through practice, demonstrating its feasibility for implementation. Qi Xin also outlined the implementation strategy: all branch offices will adopt a unified statistical methodology, set scientific business targets, and clearly define management authority boundaries; tasks will be cascaded down through each level to ensure accountability, with incentive evaluations tied to business performance; a regular post‑mortem review mechanism will be established to continuously support lawyers’ professional development, balancing business growth with their practice experience.
