Zhihui Tianshan, Hengda Silk Road | Zhiheng Urumqi Entry Ceremony and the Awarding Ceremony of Xinjiang University of Finance and Economics Law School were successfully held

Having just crossed the pass, the dust still clings; I spur my horse onward with renewed vigor. On March 20, 2025, coinciding with the Vernal Equinox—a time when all things come back to life—the inauguration ceremony for Zhiheng (Ürümqi) Law Firm and the plaque‑awarding ceremony for the Practice Base of the School of Law at Xinjiang University of Finance and Economics were solemnly held on the 21st floor of Building B, Lucheng Plaza, Ürümqi.

This ceremony brought together leaders in Urumqi’s legal field, representatives from universities, and industry elites to jointly witness the official launch of Zhiheng Urumqi, marking the beginning of a new chapter in the deep integration of theory and practice.

As the guests arrived, the ceremony commenced amid a vibrant and enthusiastic atmosphere. Held during the vernal equinox—when day and night are equal and the temperatures are balanced—the event symbolizes the rule of law, which upholds fairness as its measure and justice as its guiding principle. On this very day, Zhiheng Urumqi Law Firm officially opened its doors, and Xinjiang University of Finance and Economics’ School of Law simultaneously received its plaque.

Today, with Tianshan as our witness, Zhiheng joins forces with the School of Law at Xinjiang University of Finance and Economics to build a bridge between theory and practice, cultivating top talent through specialized education and ushering in a new chapter in legal education.

Jia Shibin, Executive Director of Zhiheng in Urumqi

At the outset of the event, Jia Shibin, Executive Director of Zhiheng Urumqi, took to the stage to deliver a speech. Director Jia first extended his sincere gratitude to the leaders and guests in attendance at all levels, and expressed his heartfelt appreciation for the strong support that Zhiheng Urumqi has received from leaders at various levels and from all sectors of society since its establishment in 2024.

Secondly, he introduced Zhiheng Urumqi as a large, comprehensive law firm directly invested in and operated by Zhiheng’s headquarters. Internally, it integrates resources between Xinjiang and inland China, facilitating the efficient flow of talent, information, and business; externally, it leverages Xinjiang’s strategic position as the “western gateway,” connecting mainland China with Central Asia and providing high-quality legal services to support economic and trade development along the Belt and Road Initiative.

Director Jia Shibin once again expressed his heartfelt gratitude to his alma mater for its nurturing, and he hopes that, taking the co-establishment of a practice base as an opportunity, they can encourage outstanding legal professionals to take root in Xinjiang, serve the frontier regions, and contribute to the development of Xinjiang. Subsequently, Shi Yonggang, Secretary of the Party Committee of the School of Law at Xinjiang University of Finance and Economics, took to the stage to deliver a speech. First, Secretary Shi, on behalf of the School of Law at Xinjiang University of Finance and Economics, extended congratulations to Zhiheng Urumqi Law Firm on its official establishment in the region, expressing his hope that Zhiheng Urumqi will contribute to the development of the rule of law in Xinjiang. Secondly, he expressed gratitude to the distinguished alumni of the School of Law at the University of Finance and Economics. After two decades of hard work and dedication, the school’s alumni have achieved remarkable success across various industries, which greatly gratified Secretary Shi. He also extended his thanks for facilitating the establishment of this practical base.

Secretary Shi then introduced the development history of the School of Law at Xinjiang University of Finance and Economics, its faculty, and its numerous research achievements. Xinjiang University of Finance and Economics places great emphasis on cultivating students’ overall competence through experiential learning. It hopes that the establishment of this practice base will enhance students’ practical skills and foster legal professionals who are well-versed in theory, value hands-on experience, and excel in applied practice, through methods such as conducting field research and co-developing practical courses.

In the future, the Law School of Xinjiang University of Finance and Economics, in collaboration with Zhiheng, will continue to optimize the system for cultivating legal professionals, improve curriculum development and quality-assessment mechanisms, and promote the high-quality development of legal education in Xinjiang!

President of the Urumqi Lawyers Association, Jin Xiaomeng

Jin Xiaomeng, President of the Urumqi Lawyers Association, took to the stage to deliver a speech. On behalf of the Urumqi Lawyers Association, he warmly congratulated Zhiheng Urumqi Law Firm on its establishment in the city, expressed his confidence in Zhiheng’s positioning and development potential, and specifically highlighted the alignment between the current opportunities presented by free trade zone development and Zhiheng’s global expansion strategy. He further noted that Zhiheng Urumqi is poised to achieve even greater prospects for growth on this western frontier.

Chairman Jin then spoke about his connection with Zhiheng, expressing his hope that the two sides will maintain close ties and collaborate closely in the future. Chairman Jin stated that the Urumqi Lawyers Association currently has over 3,000 members, with an annual growth rate of 10% to 12%, reflecting the rapid development of the legal profession. In an era when the legal profession is brimming with talent, Chairman Jin has called on his fellow lawyers to join forces in advancing the industry and collectively elevating its professional standards and influence.

In conclusion, Chairman Jin, drawing on the vernal equinox’s symbolism of “all things being renewed,” expressed his hope that Zhiheng Urumqi would serve as a benchmark, actively collaborating with bar associations and leveraging legal resources to support the upgrading of rule-of-law services under the Belt and Road Initiative, thereby jointly fostering a thriving industry ecosystem.

Li Feng, Director of the Xinjiang Faku Law Firm

In his address, Li Feng, Director of Xinjiang Faku Law Firm, extended his congratulations on the establishment of Zhiheng Urumqi Law Firm and the inauguration of the practice base at the School of Law of Xinjiang University of Finance and Economics. He stated that this represents a transmission of professionalism and justice that transcends geographical boundaries, marking a milestone in the integration of legal resources between eastern and western China. Subsequently, Director Li discussed how Guangdong Zhiheng, guided by the core philosophy of “unity of knowledge and action, perseverance leads to far-reaching goals,” has consistently pursued a path of professionalization, branding, digitalization, and internationalization, thereby establishing an excellent reputation in the industry. He expressed confidence that the Urumqi branch, in its future development, will integrate Guangdong’s innovative thinking with Xinjiang’s diverse cultural heritage, leveraging the “Shenzhen speed” to seize the opportunities presented by Xinjiang and bringing the Bay Area’s experience and a global perspective to the local market.

Once again, Director Li expressed his anticipation that the Urumqi branch, leveraging the strengths of the head office, will accurately identify the needs of Xinjiang’s rule-of-law development and its demand for foreign-related legal services, explore new models of east–west collaboration, and contribute to the advancement of the rule of law in western China. Finally, we wish Zhiheng’s Urumqi branch a successful grand opening, its practice base abundant achievements, and that it writes a brilliant chapter in the legal profession within the core area of the Belt and Road Initiative, thereby promoting collaborative development across the industry!

Finally, Wang Jian, General Manager of Xinjiang Yazhong Mechanical and Electrical Sales & Leasing Co., Ltd., took the stage to deliver a speech. He began by introducing the company’s foundational strengths and core principles. As a local enterprise that has been rooted in Xinjiang for over two decades, YAZHONG adheres to “governance based on the rule of law” as its core development philosophy. The company has established showrooms in Kazakhstan and Russia, actively participating in China’s “Going Global” strategy, and through this engagement has come to deeply appreciate the pivotal role of the rule of law in supporting the internationalization of businesses.

Subsequently, Manager Wang discussed the value and expectations of the collaboration with Zhiheng Urumqi. He commended Zhiheng Urumqi’s “Guangdong Experience + Xinjiang Opportunities” model and expressed his anticipation for deepening professional cooperation in areas such as risk prevention and control, as well as dispute resolution, thereby providing support for Xinjiang enterprises expanding overseas. The collaboration between Zhiheng Urumqi and the School of Law at Xinjiang University of Finance and Economics to establish a practical training base has bridged the gap between academia and real-world practice. Teacher Xu Yongxiang gives a heartfelt performance.

Following the opening remarks, the event reached a highlight moment as a distinguished guest made a special appearance—Mr. Xu Yongxiang, the renowned military tenor known as the “King of Western Songs.” Teacher Xu is a national first-class performer, winner of the gold prize in the second China Star National Folk Song Singing Competition, and also serves as the honorary chairman of the Xinjiang International and Domestic Public Relations Association and the executive chairman of the Wang Luobin Art Research Committee.

The song “Little White Poplar” resonated throughout the venue, weaving together the vastness of Xinjiang with the fervent dedication of those in the legal profession. The classic folk song “The Most Beautiful Song for Mother” ignited the entire audience with its exquisite melody. Teacher Xu paid tribute to the cause of the rule of law through song, and the audience erupted in thunderous applause, adding a vibrant cultural touch to the ceremony.

Award Ceremony

In a collaborative effort between the university and the firm to cultivate a rule-of-law future, Shi Yonggang, Secretary of the Party Committee of the School of Law at Xinjiang University of Finance and Economics, presented the “Teaching and Practice Base” plaque to Zhiheng Urumqi. Today, Zhiheng Urumqi joined hands with Xinjiang University of Finance and Economics in a relay that embodies the spirit of the rule of law. Zhiheng Urumqi will open up access to a wide range of projects and major commercial litigation cases, enabling students to work side by side with seasoned lawyers and truly facilitating their transformation from university students into practicing legal professionals.

The red ribbon is unveiled, marking the start of a new Silk Road journey! “5, 4, 3, 2, 1!” As the on-site countdown concluded, the attending guests jointly cut the ribbon and unveiled the plaque for Zhiheng Urumqi. Amid the sound of ceremonial salutes, the Zhiheng Urumqi, setting sail at the foot of Bogda Peak, will continue to strive to provide professional services along the Silk Road and contribute Shenzhen’s strength to the rule-of-law development in Xinjiang!

After the event concluded, the law firm hosted an elegant luncheon for the guests. Accompanied by cheerful music, the attendees engaged in relaxed discussions about collaboration and shared development, bringing this ceremony to a successful conclusion.
