To deepen regional party-building cooperation and leverage high-quality party building to drive high-quality development, the Jinqiao Sub-Association of the Pudong New Area Regional Party Building Promotion Association held a symposium and signing ceremony on October 22 at the East Campus of Pudong Foreign Language School, themed “Joint Party Building Unites Strengths, Leading Integration and Promoting Development” for regional party-building units.

Zhiheng (Shanghai) Law Firm (hereinafter referred to as “Zhiheng Shanghai”), as a representative of the regional co-construction unit, was invited to attend the meeting. Ouyang Ling’e, Secretary of the Party Branch, and Gao Yong, Member of the Publicity Committee, participated in the meeting.

At the signing ceremony, Ouyang Ling’e, Secretary of the Party Branch, signed the “Regional Party Building Collaboration Agreement of Jinqiao Town” on behalf of the Zhiheng Shanghai Party organization, officially making Zhiheng Shanghai an important member of Jinqiao Town’s regional party building collaborative framework.

Also attending the signing ceremony were the Party organizations of ten entities, including Dehui Group and Dongchang Enterprise Group.Zhiheng Shanghai is the sole and one of the first law firms to have signed the agreement.This marks the firm’s deep integration into the Jinqiao Town regional Party building platform, as it joins forces with a total of 119 member organizations to embark on a new stage of Party-led, integrated development.

At the meeting venue, the deputy secretary of the town party committeeJi Ziyin briefed theAttending delegates on the general overview of Jinqiao Town and its comprehensive grid-based governance.The three lists for 2025—namely, the “Resource List,” the “Needs List,” and the “Project List”—as well as the town’s cluster-based service list for regional Party building have been released.

During the conference, delegates visited the Jinsai Rule of Law Park and the “Xinqiao Station” Social Psychological Service Center, experienced the regionally integrated Party-building service initiatives, and gained a deeper understanding of the needs of grassroots governance.

This event marks an important milestone in fulfilling our social responsibility and serving regional development. Taking the opportunity of joint Party building, Zhiheng Shanghai will focus on three key lists—resources, needs, and projects—leverage its professional strengths, and work hand in hand with Jinqiao Town and all partner organizations. Together, we will explore new pathways and models for legal services to drive coordinated regional development under the leadership of Party building, deepen our engagement in areas such as rule-of-law publicity, corporate compliance, and dispute resolution, and advance the transition of joint Party‑building initiatives from “physical coverage” to “effective coverage,” thereby injecting Zhiheng’s rule-of-law momentum into the region’s high‑quality development.
