To further strengthen campus safety and safeguard the healthy development of minors, and to uphold the principles of the “Quality Baiyun, Legal Protection for Young Shoots” public welfare initiative, on March 27, 2026,Lawyer Zhang Jinsong of Guangdong Zhiheng (Guiyang) Law FirmEntering the central primary school of Niuchang Bouyei Township in Baiyun District, Guiyang City, as well as Hongjin Primary School and Luodao School, we delivered a vivid and insightful public-interest legal class on preventingSchool bullying, using professional legal knowledge to safeguard the healthy growth of children and adolescents.

In class, Attorney Zhang Jinsong began with"The Legal Boundaries and Responsibilities of School Bullying"Centering on key concepts and integrating legal provisions with real-life cases, the presentation dispelled students’ misconceptions aboutSchool bullying, clearly stating that it is not limited to physical altercations. It explained that various forms of bullying—physical, verbal, social, cyber, and property-related—are all unlawful, and provided a detailed analysis of the specific manifestations of each type, enabling students to readily identify bullying behaviors in their school life.

In response to the misguided belief held by some minors that “minors do not have to bear responsibility,” Attorney Zhang Jinsong explained the comprehensive accountability framework for bullying behavior across three levels—civil, administrative, and criminal liability—focusing particularly on the new regulations that will take effect on January 1, 2026.The Law on Public Security Administrative Penalties, the Law on the Protection of Minors, and the Criminal LawRelevant provisions clearly specify the legal consequences that bullies of different age groups must bear, emphasizing that “age is not a shield, and being a minor is by no means a license to violate the law”; any act of bullying will incur corresponding legal penalties.

At the same time, students are especially reminded that bystanders inSchool bullying situations are not mere outsiders. Behaviors such as gathering to watch and cheer, taking photos and sharing them, or providing assistance—when these acts amount to silent complicity—also constitute joint violations of the law and will result in shared legal liability. Students are encouraged to reject indifference and uphold justice.

To help students effectively protect themselves when they encounter bullying, Attorney Zhang Jinsong explained...“Stay calm and prioritize self-protection, preserve relevant evidence, report immediately, and pursue legal rights and compensation in accordance with the law.”The four-step method for safeguarding one’s rights encourages students who have been bullied to bravely speak up, refuse to remain silent, and protect their personal dignity and legitimate rights through legal channels.

In addition, the lawyer issued a call to all students, urging them to respect the law and uphold ethical boundaries by refraining from becoming perpetrators of violence; to respect differences and treat one another with kindness, rejecting malicious attacks; to speak up courageously and reject indifference, promptly intervening and reporting instances of bullying; and to learn effective communication skills, resolve conflicts rationally, and replace violence with civility, thereby fostering a harmonious and caring school environment.

This series of public-interest legal classes has enabled students to gain a deep understanding of the harms caused bySchool bullying, clarified the legal boundaries and associated liabilities related to campus bullying, enhanced minors’ awareness of the rule of law and their capacity for self-protection, and laid a solid legal foundation for efforts to prevent and addressSchool bullying.
