Zhiheng News | Foshan Jiangxi Chamber of Commerce enters Zhiheng Foshan, and the law empowers the private economy to develop!
On the afternoon of September 10, 2026, the 1,447th “Three-Person Roundtable” rotating event of the Jiangxi Chamber of Commerce in Foshan was successfully held in the conference room of Zhiheng (Foshan) Law Firm, located on the 17th floor of the Chengfa Center at No. 1, Jihua Sixth Road, Chancheng District, Foshan City. This month’s rotating event was chaired by Shen Zhen, a director of the Jiangxi Chamber of Commerce in Foshan, deputy director of the Young Lawyers Committee of Zhiheng Guangzhou, and a criminal defense attorney. Members of the chamber gathered at Zhiheng Foshan to engage in in-depth discussions on strategies for addressing criminal risks and combating corporate fraud and corruption.
As a partner in this event, Zhiheng Foshan has been steadily expanding its expertise in criminal legal services over recent years, assembling a team of seasoned attorneys specializing in criminal defense, corporate criminal compliance, and anti-fraud investigations, thereby providing robust professional support to safeguard businesses.
At the outset of the event,Under the chairmanship of Fang Yaxia, Secretary-General of the Jiangxi Chamber of Commerce in Foshan, the attendees engaged in multi-dimensional exchanges of experience and a vibrant exchange of ideas. Participants introduced themselves one by one, drawing on their own entrepreneurial journeys, business management experiences, industry insights, and reflections on the value of business association platforms, thereby laying a solid foundation for the subsequent professional discussions.
Fang Yaxia, Secretary-General of the Jiangxi Chamber of Commerce in Foshan, presided over the event.
During the thematic presentation session, Attorney Shen Zhen began by delivering a talk titled “How to Properly Handle Situations Where Someone You Know Is Detained by Public Security Authorities.” He first taught everyone how to distinguish between the different types of detention: administrative detention, criminal detention, and judicial detention. He also explained the differences between administrative detention and criminal detention, as well as the corresponding measures to take.
Administrative detention typically applies to minor offenses such as fighting or gambling; detainees are held in a detention center for a short period, and family members can visit. Criminal detention, on the other hand, is imposed when someone is suspected of committing a crime; such individuals are held in a detention house, where family visits are not permitted—only lawyers may meet with them. Once convicted, this can also have adverse consequences for both the individual and their children. Family members are usually notified within 24 hours; if they have not received notification, they can also inquire at the local police station.
He cautioned against placing undue trust in claims of “pulling strings” or “bailing someone out,” and advised promptly engaging a lawyer to intervene in accordance with the law, with the aim of securing release on bail or preventing an arrest warrant from being issued. By drawing on real-life cases, he helped everyone understand that when faced with a situation, staying calm and following the proper legal procedures is the true form of “rescue.”

Subsequently, Attorney Li Qile, Director of the Criminal Law Department at Zhiheng Foshan, delivered a presentation titled “How Companies Can Combat Fraud and Corruption”: kickbacks in procurement, financial misappropriation, sales-related leaks, and senior executives establishing competing businesses for personal gain can all inflict severe damage on an enterprise. He used the case of a well-known enterprise to illustrate that fraud often involves insiders, and whistleblowing is frequently the primary avenue for uncovering such issues.
Upon discovering a lead, companies should avoid alerting the target prematurely. Instead, they should first assess the lead and, at the earliest opportunity, engage a professional team comprising lawyers, accountants, and other experts to secure digital evidence, review contracts and financial records, and clarify any related-party relationships. Once the facts are verified, disciplinary action shall be taken where warranted, recovery of losses shall be pursued where appropriate, and a report shall be filed with the authorities; if the amount involved reaches 30,000 yuan, criminal proceedings may be initiated.
Attorney Li Qile advises that companies should maintain open and accessible reporting channels, implement robust financial approval processes and compliance training, and proactively mitigate risks.

The atmosphere at the event was vibrant, and participants universally agreed that they had gained valuable insights. They not only deepened their understanding of criminal risk management and corporate anti-fraud and anti-corruption measures but also received clear guidance for enhancing corporate governance and risk prevention in the future.
