Zhiheng Insight | 1 "boss" for every 6 Foshan people! 1.72 million market players give birth to the "structural trend" of the legal service industry

One in every six residents of Foshan is a “boss.”

This is not an exaggeration; by the end of 2025, the Foshan Municipal Market Supervision Administration will release official data:As of the end of November 2025,Foshan currently has approximately 1.7226 million registered market entities. Based on the latest resident population data, at least one out of every six residents is a business owner. There are approximately 664,000 enterprises and about 1.058 million individually owned businesses, with the private sector accounting for 97% of the total.

Foshan boasts a vibrant private sector, and its business environment—characterized by both market‑driven principles and the rule of law—continues to improve, providing a solid market foundation for the legal services industry.

And all of this is now ushering in a profound transformation.

Foshan’s Economic “Gear-Shift Moment”

From manufacturing to intelligent manufacturing, the demand side is undergoing a restructuring.

In 2025, Foshan’s GDP reached 1.315735 trillion yuan. The numbers remain substantial, but what truly warrants attention is the profound structural shift unfolding in the industrial landscape:

The year-on-year growth rate of the secondary industry was -2.1%—the growth engine of traditional manufacturing is slowing down.

The tertiary sector grew by 2.5% year on year—service industries are stepping up to fill the gap.

The added value of advanced manufacturing has, for the first time, surpassed 55% of the total industrial output of enterprises above designated size—Foshan’s transformation from “Made in Foshan” to “Smart Manufacturing in Foshan” is not just a slogan; it is a reality unfolding before our eyes.

The total export value of the “new three major products”—lithium-ion batteries, solar cells, and automobiles—has grown against the trend by 59.8%. These products are becoming a new hallmark of China’s foreign trade, with Foshan serving as one of the key production hubs.

Behind these figures lies a historic transformation underway in Foshan’s vast private-sector economic cluster: a shift from low-end to high-end manufacturing, from domestic trade to global operations, and from single-product offerings to end-to-end, full-industry-chain services.

And each of these transformations is giving rise to new demands for legal services.

1.72 million market entities: a “hungry market” for legal services

Foshan is not only a major manufacturing hub but also a “hungry market” for legal services.

In Foshan, one out of every six people is a business owner—having so many business owners means thatBusiness legal needs such as equity structuring, labor compliance, contract management, and intellectual property are frequent and ongoing.;

55 A- share listed companies (ranked 25th nationwide, second only to Shenzhen, Guangzhou, and Dongguan within the province) represent the highest-tier demand for capital markets legal services.

In 2025, the share of investment in advanced manufacturing will reach 25.3%, with investment in research and technology services surging by 97.7%—resources are flowing into technology-intensive sectors at an unprecedented pace, signaling that a growing number of Foshan enterprises are entering…High-level legal services are required in the areas of data compliance, intellectual property strategy, and cross-border investment and financing.。

When an economy transitions from “manufacturing” to “intelligent manufacturing,” the first to sense the change is not the factory floor, but rather the lawyers’ desks.

"Structural Opportunities" in the Foshan Legal Industry

What lies behind the numbers?

Behind the growth in scale lies a significant structural gap.

By the end of 2025, the total number of practicing lawyers in Foshan will reach 6,373, a year-on-year increase of 7.85%; the number of legal practice institutions will exceed 500, up 7.2% year on year. The numbers are rising, but what truly warrants in-depth analysis is the structure:

Civil cases account for 68.7%—traditional litigation remains the dominant mode of dispute resolution;

Non-litigation matters account for only 14.2%, reflecting the long-standing demand pattern in the local market, which has been predominantly driven by dispute resolution.

There is a significant shortage of professionals in foreign-related legal services. The city currently has 12 lawyers qualified to practice in the Guangdong–Hong Kong–Macao Greater Bay Area, and approximately 210 individuals have been included in provincial and municipal talent pools for foreign-related affairs—figures that still fall short of what is needed given Foshan’s total import–export value of RMB 481.36 billion.

In other words, the “quantity” of the legal profession in Foshan is growing, but its “structure” remains in a transitional phase.

This means that whoever takes the lead in deploying resources in high-value-added areas such as non-litigation, international affairs, and compliance will gain a competitive advantage in the next round of competition.

Foshan Central Legal District: The Primary Gateway to Policy Benefits

In 2025, the Foshan Central Legal Services Zone will officially be completed and inaugurated, marking a landmark event for Foshan’s legal services ecosystem.

Its core positioning is to build a service system comprising “one platform and four centers.” Centered on a three-dimensional synergy among government legal affairs, social legal services, and corporate (industrial park) legal services, the initiative aims to establish a diversified, one-stop hub for innovative rule-of-law services—anchored in Foshan, extending across the Guangdong–Hong Kong–Macao Greater Bay Area, and reaching out globally. Such comprehensive policy support is rare at the prefecture-level city scale nationwide.
