In recent years, online live-streaming programs have proliferated, and the number of online broadcasters has grown rapidly; however, the quality of the broadcaster workforce is uneven, and the entry threshold remains low. Some online streamers have a weak awareness of the law and distorted values, and instances of spreading vulgar and lowbrow content, disseminating false information, encouraging irrational consumption and excessive tipping, promoting ostentatious displays of wealth and materialism, evading taxes, and harming the physical and mental health of minors occur from time to time. These illegal and unethical practices seriously disrupt industry order and pollute social morals. To strengthen regulatory oversight, the National Radio and Television Administration, based on extensive specialized research, has jointly drafted the “Code of Conduct” with the Ministry of Culture and Tourism.

In recent years, various Internet information services have developed rapidly. Internet user account information reflects users’ individual characteristics, facilitates online communication, and has become an important platform for hundreds of millions of netizens to express themselves. At the same time, instances of fabricating and disseminating false information, as well as engaging in cyberbullying, through the registration and use of account information continue to occur, thereby endangering national security and the public interest, and infringing upon the legitimate rights and interests of citizens, legal persons, and other organizations.
The formulation of these Regulations is necessary to standardize the registration and use of Internet user accounts, as well as the management of account information by Internet information service providers. It is also essential for safeguarding ideological security, promoting social fairness and justice, protecting the legitimate rights and interests of Internet users, and preventing and mitigating national security risks while maintaining a healthy cyberspace environment.

Hot Topics
Starting June 26, the Cybersecurity Bureau of the Ministry of Public Security launched a six-month nationwide special campaign to crack down on and rectify “online water armies” in accordance with the law, aiming to curb the ongoing proliferation of such activities and related illicit and gray‑market industries.
For a long time, influenced by factors such as the “traffic economy” and the “fan economy,” illegal and criminal activities related to “online water armies” have persisted despite repeated crackdowns and bans.
On e-commerce platforms, products lavishly illustrated with photos and boasting countless positive reviews often turn out to be completely different from what’s advertised; on food-delivery apps, restaurants with sleek, appealing interiors are in fact cramped and filthy; and on live-streaming platforms, hosts with millions of followers seem to command immense popularity. As users, we are deeply harmed by “internet water armies.” Whether it’s boosting likes or fabricating positive reviews, merchants hire online “water armies” to manipulate their online reputation and induce consumers to make purchases.
On the one hand, our consumer rights have been infringed; at the same time, in recent years, scams disguised as “order-boosting part-time jobs” have become increasingly common, leaving many people falling victim to fraud.
The proliferation of “online water armies” undermines the integrity of the internet economy and disrupts the market order of the entire digital economy. Therefore, since the launch of the “Qinglang” series of special campaigns in 2022, a series of regulations and initiatives have been continuously introduced to vigorously rectify the online ecosystem, ensuring that the internet retains authentic users and data, thereby supporting the healthy development of the digital economy.
