From June 20 to 22, 2025, the first “Special Training Camp on Legal Practice in Enforcement” organized by the Dongguan Lawyers Association was successfully held. Lawyer Luo Zhikai, Senior Equity Partner at Guangdong Zhiheng (Dongguan) Law Firm and Director of the Enforcement Center, took an active part as both a class representative and host, thereby enhancing his professional expertise while contributing Zhiheng’s strength to the efficient execution of the intensive training camp.

This special training camp is organized by the Enforcement Law Professional Committee of the Dongguan Lawyers Association, bringing together 80 lawyers to engage in intensive study focused on addressing practical challenges in enforcement proceedings. The six core course modules cover: innovative applications of notarization in enforcement, strategies for investigating the assets of judgment debtors, in-depth analysis of challenging cases involving enforcement objections, practical procedures for resuming enforcement in “finalized” cases, real-world techniques for judicial detention, and the practical application of AI tools in enforcement practice.

The teaching team comprises former senior judges and leading industry lawyers, employing a “theoretical precision lectures combined with practical case studies” approach to provide participants with end-to-end training—covering everything from statutory application to hands-on implementation strategies.

Served for 10 years in the Enforcement Division of a grassroots-level people’s court in Dongguan.He has handled over 3,000 cases, with several of his cases repeatedly selected as among the court’s Top Ten Cases of the Year. He was awarded a Third-Class Merit Citation and has received honors such as “Case‑Handling Model” and “Mediation Expert” from the court.
Classic cases or specialized services:
1. The case handled involving “A Paper Products Packaging Co., Ltd. of Dongguan City” was selected as one of the “Top Ten Enforcement Cases of Guangdong Provincial Courts in 2016.” The case, titled “How to Achieve a Balance Between Procedural Compliance and Enforcement Efficiency Amidst Complex Creditor–Debtor Relationships,” was reprinted on the official WeChat account of the Guangdong High People’s Court.
2. The prosecuted case of Gao Mou’s refusal to comply with a court judgment or ruling was selected as one of the five typical cases of refusal-to-enforce crimes handled by the Dongguan Courts in 2018, and was announced at the “Dongguan Courts’ Press Conference on Cracking Down on Refusal-to-Enforce Crimes.”
