Fu Xiaolei, Director of the Beijing Bain Small-Amount Loan Dispute Mediation Center

The first speaker at the conference was Attorney Fu Xiaolei, who presented on the topic “How to Locate the Debtor’s Assets in Enforcement Proceedings.” He elaborated in detail on six highly effective strategies for identifying the debtor’s assets during enforcement, approaching the issue from two core dimensions: first, a vertical, in-depth examination of five key levels to precisely uncover leads regarding the debtor’s property; and second, a horizontal expansion to encompass eighty-six scenarios for adding parties, ensuring the comprehensiveness and thoroughness of the asset‑search process.

Furthermore, Attorney Fu emphasized that during the enforcement process, it is essential to keep pace with the times by actively adopting new technological tools such as artificial intelligence to enhance both efficiency and accuracy. At the same time, a competitive mindset should be maintained, continuous learning pursued, and flexible responses developed to address the ever‑emerging challenges in enforcement work.

The second speaker at the conference was Attorney Tian Wenfeng, who presented on the topic of “Mutual Recognition and Enforcement of Judgments Between Mainland China and Hong Kong.” He pointed out that, given the increasingly close economic and trade ties between the two regions, the mutual recognition and enforcement of judgments has become one of the pressing issues that urgently needs to be addressed. To safeguard the legitimate rights and interests of the parties involved and to promote the coordinated development of the rule of law in the region, it is particularly important to clearly define the specific procedures and legal basis for registering and enforcing mainland judgments in Hong Kong.

Subsequently, Attorney Tian explained, in accordance with the relevant laws and regulations, how to investigate leads regarding the debtor’s assets, register mainland judgments, and ultimately ensure that such judgments are effectively enforced in Hong Kong.
