On May 29, 2025, the "Special Interpretation of the Ecological and Environmental Code (Draft) " organized by the Environmental Resources Law Professional Committee of the Municipal Law Association and Guangdong Zhiheng (Chongqing) Law Firm (hereinafter referred to as "Zhiheng Chongqing") was successfully held in Zhiheng Chongqing. The keynote speaker of this event was Li Junqiang, Secretary of the Party Branch of Guangdong Zhiheng (Longgang) Law Firm and Director of the Management Committee.
Director Li used the case as a guide to discuss the core issues of the draft code with the participants, and offered suggestions for the construction of the ecological environment and the rule of law.
Professional interpretation, deep collision

Director Li Junqiang exchanged views on the revision of the Ecological Environment Code (Draft) from three aspects: overall evaluation, structural optimization, and article optimization.
In the overall evaluation part, the main research methods and core logic are put forward, which are as follows: first of all, it is necessary to clarify the purpose of codification, and the realization of the purpose depends on the key element of people. People mainly appear in the three roles of the government, enterprises and the public in environmental protection. The role of people must be done well to make people "willing to do, able to do and do well".
Achieving all of this requires building reasonable system guarantees, proposing the construction of three coordinated systems of "clear target system, strict responsibility system, and effective supervision system", and demonstrating them in a clear and concise manner. This should be the method and standard for studying and proposing amendments.
Director Li Junqiang also briefly introduced his suggestions for the optimization of the structure of Part 5 of the draft and the optimization of 24 articles.

During the event, the participants interacted with Professor Xu Yixiang of Southwest University of Political Science and Law. Through exchanges and interactions, everyone reached some consensus on the revision of the code. The event not only established a cross-border exchange platform in the field of environmental protection and law, but also demonstrated the high importance of all sectors of society to the compilation of ecological environmental codes, and also demonstrated the high attention and responsibility of all sectors of society to the construction of a beautiful China where man and nature coexist in harmony.
